State

Governor Cooper signed Executive Order 163 on September 1st.  The Order moves into Phase 2.5 effective September 4, 2020 at 5:00 p.m.  The Order now allows:

- Mass gathering limits will be 25 people indoors and 50 people outdoors.
- Playgrounds will be allowed to open.
- Museums & aquariums can open at 50% capacity.
- Fitness & competitive physical activity facilities can open at 30% capacity.

Under the Order, the following remains:

- Bars, nightclubs, movie theaters, and other entertainment facilities will remain closed.
- Restaurants remain subject to capacity limits and other requirements for in-person dining.
- Hair salons, nail salons, barber shops and more remain subject to capacity limits & other requirements.
- Large venues remain subject to mass gathering limits.

Executive Order 155 was signed on August 5th.  The Order extends Safer At Home Phase 2 until at least September 11th.  See Frequently Asked Questions for more details.

Executive Orders 124 and 142 which prohibited utility shutoffs from March 31 - July 29, 2020 have expired on July 29, 2020.  Customers are still responsible for the cost of the utilities they used during that time period that the Executive Orders were in effect.  A payment plan can be set up between the Town of Aberdeen and the water customer to pay on the balance that was incurred.  The payment plan agreement must be signed in person at the Water Department (115 N. Poplar Street, Aberdeen) by August 11, 2020. 
 
Executive Order 142 expired July 29, 2020.    

-  The utility shutoff moratorium has been extended to July 29, 2020.  
-  There will be no disconnections of utility services for residential customers.
-  There will be no late fees or penalties charged during this moratorium.
-  Customers are still responsible for the cost of utilities they have used during this moratorium - a repayment plan for charges that became due during the pandemic (March 31 - July 29, 2020) can be set up between the utility provider and customer with a maximum repayment period of six months.

Executive Order 141 was signed on May 20th.  This Order is Phase II which eases restrictions on travel, business operations, and mass gatherings.
