TOWN OF ABERDEEN - COVID-19 Closures & Cancellations

 

The Town of Aberdeen continues to work with local, state, and federal agencies to protect the public and our employees from the impacts of COVID 19. The Town continues to monitor the spread of COVID 19 and to appropriately adjust our response and public delivery of services. It is our desire to continue to serve the public as effectively as possible and to minimize the unavoidable inconveniences in order to protect both the public and our staff from exposure. Even with the closing of town facilities to public access as set forth below, staff will be working full-time during normal business hours to assist and discuss matters with the public via telephone, email, and other outlets.

Town Board Work Sessions and Board Meetings will be held as scheduled.  The meetings will have limited access by the public so that gathering restrictions are adhered to according to the Executive Orders.  Public viewing and participation through electronic means will be made available for each meeting through YouTube Live.  The link to view the YouTube Live for each meeting will be posted on the homepage of the Town's website 10 minutes before the meeting is scheduled to begin.  The Planning Board meetings will follow the same gathering restrictions and will also be available for public viewing through YouTube Live.

The following steps have been taken as summarized below:

Utility Department – Bill Paying

All water, sewer, and sanitation/yard debris collection services will continue. The utility office lobby is closed to the public from March 16, 2020 until further notice; full service is still being provided at the drive-thru window. Payments of water bills can be paid with one of the following options:

- Drive-thru window (115 N. Poplar St.)
- Dropbox at the end of the drive-thru
Online
- Telephone - 1-833-431-1748

There will be no immediate cut-off of water, sewer, and sanitation accounts for non-payment of fees through June 8, 2020 and partial payments on accounts will be accepted.  New accounts and change of service requests must still make all required payments before new service will be issued.  If there are any questions about your water account, contact the Utility Department at 910-944-7799 or [email protected].

Parks & Recreation

The Parks & Recreation Department will be closed to public access from March 18, 2020 until further notice.

- Stroller Fitness will start in June adhering to the maximum of 25 for outdoor gatherings.
- Tai Chi and Chair Exercise cancelled through July 31.
- All facility rentals have been cancelled/suspended through July 31.
- Youth Kickball and Kid Pitch Baseball has been cancelled.
- All-Star Camp has been cancelled.
- Fun Family Fourth of July has been cancelled.
- All park public restrooms are open with staff disinfecting touch points more frequently throughout the day.
- Green space in the parks is open and citizens are encouraged to practice social distancing if in the parks and to stay off playground equipment or other assets in the park areas.

Planning Department

Town Hall will be closed to public access from March 18, 2020 until further notice. Staff is still working to provide the best customer service to its residents; however, drop-in hours and in-office meetings have been suspended. You may contact the appropriate staff member by phone or email.

Permits will still be accepted via email, mail, or by using the Utility Department drive-thru window. Inspections can still be requested via email or phone. Inspections to building projects will continue until further notice.

Effective Monday, April 13, 2020, Town of Aberdeen building inspectors will discontinue in-person interior building inspections for occupied commercial and residential properties until further notice. This includes mechanical, hot water heater change outs, and any other inspections that require building inspectors to enter the property. These changes are being made in response to the COVID-19 pandemic in order to protect the health of Town staff and the public and are consistent with guidance provided by the NC Department of Insurance on the use of Live Remote Inspections.

Building inspections are still required and can be accomplished remotely via live FaceTime, Duo for Android, photos, and paper documentation scanned and emailed to Town staff. Arrangements for the inspection can be made when calling to schedule the inspection. You will be contacted by an Inspector if more information is needed and/or to establish a time to perform the remote inspection.

All new construction building inspections will continue to be completed in-person. The Town of Aberdeen requests, however, that no other persons be on site during these inspections.

The Town has postponed Temporary Sign enforcement as set forth below:
- 1-2 temporary signs per business.
- Must be on business property and not the public right-of-way or public property.
- 6 ft total square footage per sign - 2 sign maximum per business/property.
- Does not postpone any other enforcement or required permitting as prescribed in Section 5.7 of the Aberdeen Unified Development Ordinance.  This enforcement postponement specifically does not include wind-blown devices (feather signs) or banners and such signs or banners are subject to enforcement.

The Town has postponed Temporary Banner enforcement and permitting for the following instances:
- 1 temp banner per business.
- Must be on business property - not on the right-of-way
- 32 ft total square footage per banner - 1 per business/property
- Does not postpone any other enforcement or required permitting as prescribed in Section 5.7 of the Aberdeen Unified Development Ordinance.  This enforcement postponement specifically does not include wind-blown devices (feather signs) or banners and such signs or banners are subject to enforcement. 

The Town will temporarily amend the "Aberdeen Design Review Guidelines" to enact all "types of work" to be classified as a "Minor Certificate of Appropriateness" until May 11, 2020. 

Public Works

The Public Works Department will be closed to the public from March 18, 2020 until further notice. All services, including sanitation and yard debris collection, will continue to be provided on normal schedules. Staff can be contacted at 910-944-7012 with any questions.

Emergency Services

The Police and Fire Station will be closed to the public from March 18, 2020 until further notice. The Police foyer area is open on weekdays from 7am til 5pm. If Police assistance is needed please call 911 and an officer will be dispatched. If Fire assistance is needed please call 911.
