The
Water and Billing Department is primarily
responsible for the billing functions related to
water and sewer services. This includes
initiating accounts, account billing, account
inquiries, disconnecting services, and closing
accounts.

water and sewer accounts, and past due accounts

NEW STATE REGULATIONS EFFECTIVE IMMEDIATELY
IRRIGATION METER REQUIREMENTS:
All new in-ground irrigation systems installed
after application of this section that will be
supplied water from the Town of Aberdeen water
system shall be independently connected to the
system and water consumption shall be measured
through a separate irrigation meter.
METHODS OF CONNECTION:
An irrigation service line may be installed by a
direct tap into the main (separate tap) or by a
split line off the non–irrigation service line
at a point between the main and the
non-irrigation meter (split tap). Either method
of connection shall be performed by the Town of
Aberdeen Public Utilities Department or a
licensed contractor. A licensed contractor must
obtain a permit from the Town of Aberdeen prior
to installing an irrigation service line.
TECHNICAL AND OTHER REQUIREMENTS:
An irrigation service line, the irrigation meter
and all related appurtenances shall be installed
in accordance with the same regulations,
policies and procedures that apply to
non-irrigation meters.
Water and Sewer Rates Set to
Increase July 1, 2010
The
Town Board of Commissioners has approved an
increase in water and sewer rates that will take
effect July 1, 2010. The increase will
show on the September 1, 2010 water bill. The
new rate structure includes six tiers for
customers based on water and sewer usage.
The base fee for water and sewer will also
increase.

To Start Service:
If you
are buying the property for which you
are requesting service, you must come by the
Water and Billing Department and fill out a
water service application and pay the $20.00
non-refundable processing fee.
If you are renting the property for
which you are requesting service, you must come
by the Water and Billing Department and fill out
a water service application and pay the required
deposit of $150.00 and non-refundable processing fee of $20.00
($170.00).
To set up a business account, you must
come by the Water and Billing Department and
fill out a water service application and pay the
processing fee and/or deposit. If you are
leasing the property then you will be
required to pay the deposit of $150.00 and
non-refundable processing fee of $20.00 ($170.00). If you
own the property then you will be
required to pay the non-refundable processing fee of $20.00.
A valid identification is required to start
service. Please keep in mind that for all
types of accounts you must come by the Water
Department by 4:30 p.m. to receive
connection that day. All applicable
deposits must be paid prior to water being
established.

All applications must be submitted in person to
the Water Department located at 115 N. Poplar
Street, Aberdeen. No application will be
accepted by fax or mail.

To Disconnect Service:
All
customers must come by the Water and Billing
Department to fill out a Water Cut Off Request
Form. A valid identification is required
to disconnect service.
Billing Procedures:
The
Town of Aberdeen is on a bi-monthly billing

Water rates are
set on a sliding scale, according to volume
used. Sewer rates are set on a sliding scale, according to each
thousand gallons of water used.
Residential and Business customers are billed
bi-monthly. Bills are mailed on the first working day of
every other
month and are considered past due on the 20th of the
month at 5:00 p.m. After the 20th of the month,
a 5% penalty or $5.00, which ever is greater,
will be added to the bill. If payment is
not received in the office by the 5th of the
following month, service will be discontinued on
the next working day. If the 5th falls on
Saturday, Sunday, or a holiday, the customer
will be given until 5:00 p.m. on the next
working day to pay their bill before water is
cut off. Once the account becomes
delinquent and appears on the "cut-off list",
the customer will be charged $25.00 to
reconnect. The bill, plus the reconnect
fee, must be paid before service is restored.
A $150 deposit and $20 processing fee ($170) is required
for residents renting in Aberdeen in order to receive
water service. A $20 processing fee is required
for residents that are buying in Aberdeen in order to
receive water service.
The Town of Aberdeen will not be responsible
for late, undelivered bills, or payments delayed
by the U.S. Postal Service.
Bill Payment:
There
are several ways to pay your bill:
1. Come to the Water and Billing
Department, which has a drive-up window for your
convenience, at 115 N.
Poplar Street, Aberdeen
and pay by cash, debit/credit card, check, or
money order.
2. Mail your payment by check or money
order to:

3. Set up a bank draft for
your water account. A voided
blank check and a completed bank
draft application is
required to set up this
service. Payments are drafted on the
10th of the billing month. For a bank draft

(Note: When signing up for bank
draft, your account has to be
pre-noted through your
bank with a 00.00 charge
one billing cycle prior to your
account actually being drafted.
After the pre-note has
occurred you are properly
set up for bank draft.)
4. Make a deposit in the night
drop box located by the drive-up
window at 115 N. Poplar Street,
Aberdeen.
It is emptied at 8:00 a.m.
every business day.
All checks must have the account
number written on it, so that the
payment can be applied to the
correct account. Do not staple
the check to your bill when mailing.
NO payments of any kind will be
accepted over the telephone.

Irrigation (Water Only Meter):
The Town of Aberdeen has Water Only
Meters which is used for irrigation
systems. The fee is $400.00
and a $50.00 permit fee ($450.00).

Yard Sale Permit:
Each Town of Aberdeen resident,
inside the city limits, is allowed
two (2) yard sales per year. A
Yard Sale Permit must be obtained
prior to the yard sale date from the
Water Department.
The permit must be displayed and
visible from the road. The cost is $5.00 per permit.

Business
License:
All businesses located
in or doing business in the Town of Aberdeen are required to have a business
license. Fees vary per type of
